Sir,
In reply to your letter of the 14th July,
Ho. S. 3588/1329/34, I am directed by the Secretary o-
State for India to say that he has considered the
question of the future of the Persian negotiations in
the light of the informal discussion which took place
with Sir R. Hoare on the 26th June and of the expression
of Sir John Simon’s views contained in your leuter under
reply.
2. While the Secretary of State feels considerable
doubt as to the prospect of a satisfactory conclusion
to the negotiations if resumed, he agrees on a review
of the position generally that, particularly having
regard to the conversation between tue Shah and Sir
Reginald Hoare at the audience granted to the latter on
the 3rd June, the balance of advantage rests in all the
circumstances with a resumption of the negotiations on

This volume contains correspondence regarding wide-ranging negotiations that took place between the Persian Ministry of Foreign Affairs and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the British and Persian [Iranian] governments in order to resolve a number of outstanding issues including the status of Henjam [Hengam] Island and Bahrain.
The majority of the correspondence in the volume is internal correspondence between British officials, but it also contains a limited amount of correspondence in French that was exchanged between British and Persian Government officials.
In addition to this correspondence, the volume contains the following documents:
