H.M.G. bave received the Persian note
requesting evacuation of Henjam with surprise and
disappointment. They have never refused to
recognise Persian sovereignty in Henjam and they
recognise that the Persian Govt, are entitled to
request them to evacuate their station there. If,
therefore, the demand is a serious one, they will
comply with it after the reasonable period of notice
necessary to enable them to arrange alternative
accommodation elsewhere in the Gulf.
2. But they desire to make it clear that the Persia!
request is one which must vitally a fleet the
relations between H.M.G. and the Persian Govt.and
the future course of the negotiations. As the
Persian Govt, are well aware, the grant by Persia >
on terms favourable to her of a lease at Henjam for
a period of 25 years is the one concession of any
concern to H.M.G. which will emerge from the
proposed treaty settlement. If H.M.G. are correct
in understanding that the present request is a
serious one and that the Persian Govt, will not be
prepared to grant their desiderata at Henjam then
they desire to make it clear that this is, in their
view, the end of the negotiations. If, on the other
hand, the Persian Govt, still desire the negotiations
to continue, H.M.G. wish to make it clear that they
have said their last word on the question of terns.

This volume contains correspondence regarding wide-ranging negotiations that took place between the Persian Ministry of Foreign Affairs and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the British and Persian [Iranian] governments in order to resolve a number of outstanding issues including the status of Henjam [Hengam] Island and Bahrain.
The majority of the correspondence in the volume is internal correspondence between British officials, but it also contains a limited amount of correspondence in French that was exchanged between British and Persian Government officials.
In addition to this correspondence, the volume contains the following documents:
