“2. Articles produced or manufactured in China and
exported to those territories of His Britannic Majesty to which
the present treaty applies, and reciprocally articles produced
or ■^fcpufactured in the said territories of His Britannic Majesty
and sported to China, shall receive, as regards export duties,
internal taxation and transit dues, levied before export, and
all matters connected therewith, treatment not less favourable
than that accorded to goods exported to any other foreign

With reference to the treaty concluded this day between
His Britannic Majesty and the President of the National
Government of the Republic of China, I have the honour to assure
Your Excellency, on behalf of His Majesty’s Governments in
Canada, the Commonwealth of Australia, New Zealand, the Union
of South Africa and the Irish Free State, and the Governmentof ^
India, that the rights of those Governments to benefit by tfidsfi
-^provisions of existing treaties which limit in any way the right
of China to settle her customs tariff or to impose tonnage dues
at such rates as she may think fit are renounced by His Majesty
as from the entry into force of the treaty.
I have also the honour to assure Your Excellency that
His Majesty similarly renounces His rights in respect _ of
Newfoundland, Southern Rhodesia and all.His non-self-governing
Colonies and Protectorates.
I shall be glad to receive the assurance of the National
Government of the Republic of China that goods produced .or
manufactured in any of the parts of His Majesty’s territories
mentioned above or in any of the territories under their
administration or in any territory under His Majesty s suzerainty
or in any territory in respect of which a mandate is exercised
bv His Majesty’s Government in Great Britain, the Commonwealth
of Australia, New Zealand or the Union of South Africa will be
accorded most-favoured-nation treatment in China, so long as
goods produced or manufactured in China receive in suci
territory treatment as favourable as that accorded to goo s
produced or manufactured in any other foreign country.
I shall also be glad to receive the assurance of the National

This part relates to the Government of India's decision to issue a revised edition of Aitchison's Treaties (full title: A Collection of Treaties, Engagements and Sanads Relating to India and Neighbouring Countries ), with revised narratives for each geographical area covered, incorporating the principal events that have occurred since the publication of the previous edition in 1909.
The part contains copies of proofs of revised narratives relating to Tibet (ff 166-188), Siam [Thailand] (ff 191-315), Eastern Turkistan [Turkestan] (ff 319-332), and Nepal (ff 334-368), including copies of related treaties, agreements and regulations for each. These proofs are addressed to the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. by the Foreign Secretary to the Government of India, for transmission to the Foreign Office. Also included are printed editions of the following: a treaty between Britain and the Chinese Republic, concluded in 1928 and ratified in 1929 (ff 138-143); a treaty between the United States and Belgium, the British Empire, China, France, Italy, Japan, the Netherlands, and Portugal, relating to the principles and policies to be followed in matters concerning China, which was concluded in 1922 and ratified in 1925 (ff 144-146); a second treaty of the same date, between the United States and the aforementioned parties, regarding the Chinese Customs Tariff (ff 147-150).
The correspondence largely consists of interdepartmental discussion covering the following: what should and should not be included both in and with the revised narratives (e.g. whether certain treaties or regulations should be included or referred to); British treaty rights in Sinkiang [Xinjiang, China]. The principal correspondents are the following: the Foreign Secretary to the Government of India; officials of the Foreign Office and the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. .
