REVISION OF AITCHISON*S TREATIES.
Sir,
I am directed to invite attention to your letter
No. P.96/27, dated the 10th February 1927, and to
forward, for transmission to the Foreign Office for
their observations, a proof of the Tibet Narrative.
2. Explicit reference to the Tibet Trade Regulations
signed in consequence of Article 7 of the abortive
tripartite Convention of 1914 betY/een Great Britain,
China and Tibet has been purposely omitted. The
reasons for so doing are as follows.
3. At the Simla Conference in 1914 of the British,
Tibetan and the Chinese Plenipotentiaries a Convention
was drawn up and initialled by all the Plenipotentiaries,
but the Chinese Plenipotentiary refused to proceed to
full signature of the Convention. The British and
/Tibetan Governments, however, secretly signed a
Declaration recognising the Convention as binding on
their Governments. As a consequence of this mutual
recognition of the Convention and in accordance with
Article 7 thereof, Trade Regulations were signed in
1914 between the British and the Tibetan Governments,
which cancelled the Trade Regulations of 1893 and 1908
till then in force between them.
