In the ease of Basrah and other towns occupied
hy our forces although one of our first acts on reaching
a newly occupied town has been to proceed iiUinediately
to the Post and Telegraphic offices to take over any
correspondence, starnps etc., that might "be found there
it has always "been found that the Turks have been at
great pains to destroy or remove everything of that
nature. The only occasion before our arrival in Baghdad
on which any unused Turkish stamps had been found was
in connection with a certain criminal case, where in
searching the effects of one of the culprits some 1900
Bs. worth of stolen stamps were found; hut unfortunately
these stamps were still with the police in Kut pending
conclusion of the case when Kut became besieged and
presimably the stamps were recovered by the Turkish with
the Police officer in whose possession they were.
On our arrival in Baghdad the same state of thing;
was found to exist in the case of the City Post office,
but endeavours were made some weeks after our arrival to
obtain remainders of stocks lying with local merchants or
in outlying country Post offices. Here again it "as four*
that Turkish officials had in most cases removed or
destroyed everything before evacuating and little success
was achieved. &s however it was clearly inexpedient to
start paid postage and then have to suspend it owing to
exhaustion of supply of Turkish stamps and non-arrival
of British Indian, efforts w^ere continued until the arrxi
of tte latter. TTltimately a stock of 14,580 stamps of

The volume contains correspondence in the form of letters and telegrams related to the temporary administration of Baghdad Vilayet [province] and the question of the type of postage stamps to be used for the civil post office at Baghdad during the British occupation. The correspondence is particularly related to a small supply of Turkish stamps that was found in Baghdad after the Ottoman troops left the city. The British Government proposed to issue these stamps with the overprint 'Baghdad under British Occupation.' The volume includes correspondence with stamp printing firms and publishers to provide lists of the Turkish stamps and their values. The volume also includes correspondence between Buckingham Palace and the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. arranging for a collection of the overprinted Turkish stamps to be sent to His Majesty King George V. Another set of stamps and envelopes was also kept aside in order to use it in an exhibition at the National/Imperial War Museum, London. The main correspondents in the volume are: John Evelyn Shuckburgh; Sir Percy Zachariah Cox, the Civil Commissioner, Baghdad; the Viceroy of India's Foreign Department; the Foreign Office; the Government of India's Department of Commerce and Industry; Harrison and Sons Limited; and Bradbury, Wilkinson and Company, Limited.
The volume includes a divider which gives the subject number, the year the subject file was opened, the subject heading, and a list of correspondence references by year. This is placed at the back of the correspondence.
