I talked to Sir Francis Humphrys at>out this. He
says that the idea of the new taxation is on produce tnat
is sold, hut there are still several questions such as
water rates and other taxation which require to he
settled before anything definite can he concluded about
this. Sir Francis told me that he had spoken to Sir
Percy Cox, who negotiated the original agreement in 1914,
and that Sir Percy, beyond the expression of opinion that
the Indian Government were behaving very badly because he
thought they certainly ought to pay, was not particularly
helpful. Everybody knew that the attitude of India was

hard to justify, but, unfortunately, everybody knew also
that there wore no means of making them pay if they did
not want to. Sir Francis suggested that we shouldask for
a comprehensive report from Baghdad on the new aspect of
things and particularly that we should find out exactly
how the new laws would affec~t the case. Draft despatch
herewith. When that report comes in, we will be in a
position to discuss the matter with the Treasury and the
Foreign Office, but not till then.

Much of the correspondence in the file discusses whether or not this assurance previously given to the Shaikh can be upheld and how the British should react to the Iraqi Government's desire to tax the produce that is grown on Shaikh Ahmad's land and then exported to Kuwait. The broader regional implications of the issue are also discussed at length.
The file also contains details regarding a legal case brought against Shaikh Ahmad by members of the Al Zuhair family regarding the ownership of some of his date gardens in Iraq.
