8* Shaildi Ahmad on the other hand has un
fortunately got it deeply fixed in his mind that the present
Iraq Government have taken on the Turkish w mantle w and will
never rest until they force Kuwait to come within their
orbit. He more than hinted to me in the course cf“ a long
conversation which I had with him yesterday that he believed
the present attack was directly inspired from Baghdad, in
revenge for his having so far refused to "toe the line",
where his Fao estates were concerned. He is very alarmed
in consequence and appears to see in the attack on his
"Bashiyeh" gardens of the Faddaghiyeh estate, and the coming
suit which 4s about to be filed against himself, in respect
of 1/3 of the Faddaghiyeh proper, a new method of trying
to force him to come to terms, over his 5 "exempt" properties,
In Ihe same conversation the Shaikh rather pathetically pass^
the following remark which I repeat as far as I can remember
the words - "can you blame me if I am forced to look on
Iraq and her present rulers in the same light as my grand
father looked upon the Turks. They are the sons of the
same people who used to attack him, and are only waiting to
free themselves from your mandate to rake up all the old
intrigues and forms of pressure which were so skilfully
brought to bear on Kuwait in the old days. These new
attacks are assuredly coming and will give you English and
me an infinity of trouble again. It is only history repeat
ing itself and unless you stop Iraq with a firm hand now,
while you are still the Mandatory Power, I call God to
witness, that the blame for all future trouble will lie at
your door"-.

This file contains correspondence between British officials regarding date gardens in southern Iraq owned by the rulers of Mohammerah and Kuwait. The correspondence discusses changes in legislation proposed by the Government of Iraq regarding the collection of land rent and land produce duties, and the impact of these proposed changes on the Ruler of Kuwait (Shaikh Aḥmad al-Jābir Āl Ṣabāḥ). Copies of this legislation are contained in the file on folios 30-52.

Correspondence in the file explains that in November 1914, the British authorities had given a letter to the shaikhs of Mohammerah and Kuwait promising them perpetual exemption from taxation on their date gardens in Iraq in return for their assistance against the Ottoman Empire (f 177). Much of the correspondence in the file discusses whether or not this assurance previously given to the Shaikh can be upheld and how the British should react to the Iraqi Government's desire to tax the produce that is grown on Shaikh Ahmad's land and then exported to Kuwait. The broader regional implications of the issue are also discussed at length.

The file also contains details regarding a legal case brought against Shaikh Ahmad by members of the Al Zuhair family regarding the ownership of some of his date gardens in Iraq.
