There is a standing instruction (which apparently

etc. to the Sheikhdoms of the
Persian Gulf

issued unless supported by a " No Objection Certificate"
signed by the local political authorities. This
arrangement should be well known to the Board of Trade
(see for instance correspondence at P.4457/1926 in the
bound volume below), but in response to a telephonic
enquiry which I made today regarding Item 11 in the
September Return of licences issued, I discovered that,
owing to an oversight, the Licencing Section of the
Board of Trade have issued 9 licence Bo,210556 (the last
Item in the August Return at P.Z. 5821/37) and licence
No.211414 (Item No.11 in the September Return) without a
n No Objection Certificate n .
In view of recent rumours of arms smuggling
between Koweit and Iraq, I mentioned this matter to
Sir Trenchard Powle. He considers that it is very
important to keep a close check on arms imports into
Koweit, and recommends that we should telegraph to the
