It would not have "been easy to explain to Monsieur de
Fleuriau the reasons for which His Majesty^ Government
preferred that their recognition should he implied rather
than expressed, nor could it he expected that the French
Government, who are anxious to establish good relations
with Ihn Saud, would follow the British example and avoid
any formal act of recognition. As a consequence His
Majesty T s Government might have found themselves second
only to the French Government in the estimation of Ihn Saud.
3. In these circumstances Sir Austen Chamberlain
decided that it was preferable to adopt the alternative
course suggested in paragraph 4 of your letter, namely,
that a formal intimation of recognition by His Majesty f s
Government as Sing of the Hejaz should be made to Ibn Saud,
combined with a declaration,of disinterestedness regarding
the Holy Places. He therefore addressed to the Acting
British Agent and Consul at Jeddah the telegram of vshich
a copy is enclosed herein-. The Sari of Birkenhead will
notice that in the drafting of this telegram, care was
taken to adhere as closely as possible to the v/ording of
paragraph 4 of your letter. The Secretary of State has
since informed Monsieur de Fleuriau of the sense of the
instructions which he has issued to Mr. Jordan.
4. Since despatching his telegram Ho.25 of February
25th to Mr. Jordan, Sir Austen Chamberlain has received
from him a further telegram of which a copy is also
enclosed herein, and which shows that any course other
than the one which has been adopted would have been
unlikely to satisfy His Highness.

The papers also cover Ibn Saud's proposal to send a delegate to the International Sanitary Conference in 1926, and to become signatory of the International Sanitary Convention.
