that these be replaced by the words "national
status" and that similarly the words "Nejdi and
Hedjazi status" in the second line of the first
naragraph be re'pls<ced by "national status • The
difficulty referred to at (iii) in Sir H.Dobbs’
telegram might be overcome by the addition of the
following proviso at the end of the first paragraph
of Article 4:-
"and provided that they do not already possess
the nationality of one of the aforesaid
territories
As regards the fourth point raised by Sir H.Doobs,
Mr. Amery proposes to reoly that the phrase:-
"persons enjoying the protection of His Britannic
Majesty" which occurred in Articles IV, V and VI
of the draft treaty before revision was intended to
cover Iraqi subjects.
Mr. Amery also considers that the Iraq
and Trans-Jordan Governments should be informed that
His Majesty’s Government are about to open negotia
tions for a new treaty with Ibn baud and that, so
soon as agreement has been reached upon the text
