I h**e following comaents to moke in regard to proposed
Treaty with ibn Sand.
I see no advantage in Article 3. If Ibn Saud beccmes an
effective ruler in the Hejas he will of his own will sehieve the
objects of the Article. If he is unable to control the Hodjas the
Article is valueless since it is improbable that His Majesty's rovorn-
ment would ever do more than issue a formal protest which would
irritate large body of Moslems who do not regard Ureft Britain 's
protector of Islam. It appears to me that tha questions of access te
Harems in end the protection of pilgrims are trie interests of Moslems
alone and that Great Britain it concerned only with the safety of her
own nationals as such. *e ere on iafe ground in seeking reparation
for damage done to British nationals end we need no Article in tho
Tresty but can rely upon ordinary international sanctions for that
purpose. „ , , f
Protocol of Hadda Agreement 1 am anxious that the boundary
shall be laid down as soon as possible. It ie becoming increasingly
necessary to rectify Hadda boundary and the boundary no- proposed
between Trane-Jordania and Hejas. diile raiding between tribes is
doubt wilful and will continue the mistakes of tax collectors nd
police are irritating to the Governments of both territories and a
conflict of jurisdictions will exist so long as the physicel boundary
i. not in evidence. A conflict of this naturo tends to inflame tho
two rulers one against tbs other end it i» t ost ii .portent to reduce
to the minimum ouch opportunities of resentment.
