2. The Conference then examined the first point on the
agenda. They had before them the minutes of the previous
Conference held at the Colonial Office on the 12th of March,
a letter dated the 21st of April from Sir Gilbert Clayton
to Sir J* Shuckburgh and the English text of the Anglo-
Hashimite Treaty, initialled by the Secretary of State for
Foreign Affairs and by Dr. Najiel-Assil on April 16th 1923.
It was decided, in the first instance, to consider the
various points recorded in the minutes of the previous
Conference as having been tentatively suggested by the
Foreign Office as suitable for inclusion in the revised
treaty. After discussion,
(a) it was decided to recommend that the Treaty should
open with a declaration of perpetual peace and amity; and
(b) that it whould contain a clause whereby Ibn Saud
would recognise the special position of His Majesty s
Government in the mandated territories of Iraq, Palestine
and Trans-Jordan;
(c) it was considered undesirable to embody in the
revised treaty any provision on the lines of Article 5 o
the 1916 Treaty binding Ibn Sand to refrain from all
aggression on or interference with the Arab States with whom
His Majesty's Government had treaties of protection. It
was felt that such a provision, even if it were accepted by
Ibn Saud (which appeared doubtful), waild not in practice
constitute an effective deterrent if Ibn Saud were determined
to absorb some petty neighbouring Arab State, and if ne
werp indifferent to the effect which such action on hie
