7. In any case, I am convinced that all Arabian
affairs should be controlled from London and that direct
intervention by the (rovemment of India should cease, even
in the Aden Protectorate. Any interests which India may
have should be safeguarded whenever necessary by the
nomal procedure of consultation with the
India Office

custom, mentality, mode of thought and lan^rua^e, and their
only connections are religious (in so far as Indian
Moslems are concerned) and to a limited extent comaercial.

I think it very desirable that a message should
be sent as soon as possible in the sense of the
recomendation made at the Jonference. Delay may mean
complications; other powers may ent^r the field and also
the situation in Arabia is always liable to change. The
Treaties of Hadda and of Bahra were concluded only just in
time and a few weeks later Ibn Baud would probably have
been much more insistent in his demands. Similarly, the
lon^r delay in the negotiations with the Imam fahya
resulted in a great change in his attitude, consequent
on his successes against the Idrisi and hia unaided
occupation of Hodaida.
It is also a point to bear in mind that news of a
projected treaty with Ibn Baud, followed by its actual
conclusion, is likely to have a very salutary effect on
the imam and may woll make him more amenable.
9. 1 agree entirely that the new treaty should
contain as little detail as possible and, above all,
nothing that can feed the suspicion, to which I have
already alluded, by being at all susceptible ot
interpretation as any restriction on independence or
liberty of action. A predominant position in respect of
other Powers, commercial preference, and
other similar advantages can best be secured when mutual
confidence
