I generally in Persia, in accordance with the
| recommendations of the Welby Commission. it was
pointed out, further, that " the explanation of the
omission ol this Office to make any similar claim on
the Treasury in the past ( i.e. for a contribution
of a moiety of the maintenance charges, at least

"charge having been classed as "Marine" in the accounts
"of the Government of India, it escaped, by an over-
"sight, inclusion in the statement of Persian charges
"laid before the Welby Commission, which formed the
"basis of that Commission*s recommendation for the

| "future division of such charges, and of the financial
"adjustments following thereon".
4 * On the 13th June 1914 the Foreign Office
were furnished with a copy of the Government of India’s
despatch and were addressed, in the sense of the above
quoted notes, with a request that the Treasury's
consent should be obtained for sharing the prime and
maintenance costs of the nww vessel, estimated
respectively at about £70,000 and £12,250 per annum.
On the 3rd July 1914 the Foreign Office
replied that " while it is true that the cost of the
