Begins. Your friend is exceedingly glad to know that
Your Highness concurs as to urgency for establishnent
agreemen t between Hajd and Iraq ana greatly appreciates
your readiness to consider his reconneadaticn. Alter
native proposals wiiicn you have put forw- rci have been
discussed by me and King Pei sal we agree that for the
cogent reasons which you mention it would be n ref rable

and King Peisal meet but unfortunotely just at present
juncture owin^ to incidence of pressing matters such as
draf ting of Iraq Constitutional Lav/ and carrying out
elections for the assembly I cannot absent myself from
Iraq for long enough to proceed to Katef. Therefore
recommend ana hope Your Highness will accept following
solution. That one or two competent representatives on
your behalf aXter learning Your Highness* vies and
receiving your full instructions and authority should come
to Kuwait or preferably to mohammerah to meet Iraq repre
sentatives and an officer representing myself. At any time
sixould my pres ea c e be :neeued i n c onnec tion wita .any parti
cular difficulty I could proceed quickly to Pbhammerah or
Kuwait for a day or two. This would bn couveniont for
your friends and by above means your own time would not be
