native, indeed in Ngypt I suffered under the
opposite imputation. 3ut to speak frankly the
proposals fill me with astonishment and sincere
misgivings which are not altogether allayed by
my great confidence in Lord Milner or my respect
for the local knowledge and Judgment of Maxwell
and Rodd or the sound sense of Hurst. I think we
are going altogether too fast, and that it will be
the Egyptians who will suffer. But 1 confess to
considerable bias on the subject. T ^/hen ones

Kitchener school, which inculcated our obligations
towards the
Fellaheen
Arabic for ‘peasant’. It was used by British officials to refer to agricultural workers or to members of a social class employed primarily in agricultural labour.

lot, it is disconcerting to be told by Hurst, as.I
was, that whatever the Egyptians may do to each
other is no concern of ours and that we ought to
confine ourselves to the object for which we first
entered Egypt, viz. the protection of the foreign
bondholders!
