My telegram No 0 882.
You will have seen the President’s telegram of
February 22nd to the Prime Minister about oil talks,
Stettinius telephoned me this morning asking where we now
stand and saying that we must be prepared now to reach
definite decision together as to whether we were going to
have talks or not 0 He was under growing pressure from the
press. I told him I would inform you,
2. As I have already reported. I think that we should
be seeing ghosts if we sheered off from talks in the Dear
that something sinister may be asked of us. Talks would be
ad referendum by the Governments and if something we do not
like is put to us we can always say no, aru-D should, expect
that a sufficient measure of agreement on other points
would still result. If we take the other line and refuse
talks, the matter will remain an irritant in our relations,
