SIR THOMAS RIDLELL-WEBSTER said that the Board were
considering three projects which were all rather long term*
The ABadan scheme was definite as regards the estimated time
and the increased capacity to he ohtainedo The other two
schemes did not contain specific data as regards the time
factor, and he felt that it was important to assess priorities
carefully, particularly in view of the very large shipments
of steel which would he involvedo Such shipments to the
Middle East might well he in competition with military
requirementSo He suggested that Abadan should he given
the highest priority 0
REAR ADMIRAL PEGRAM concurred that Abadan should he
given first priority.,
MR. STARLING suggested that it would he a mistake to
stress unduly-time factors and priorities at this stage
because all schemes would have to he considered in the
United States and weighed up with many other schemes, some
of which would also involve large shipments of steel.
MR. MEYER suggested that the Haifa scheme would provide
a considerable relief to the tanker position,,
SIR WILLIAM BROWN agreed with this view and mentioned
the question of the supply of oil to liberated areas of
Europe, for which purpose Haifa was eminently suitable.
