II. IRAQ.; HAIFA PIPELINE
13# With the recession of the immediate war threat to the
Middle East and the opening of- the Mediterranean, the short-haul
area for Iraq, crude from Haifa has been considerably extended,
and there is every reason to expect that, with the gradual
re-occupation of the Continent, demands for Middle Eastern oil
will steadily increase.
14* The Iraq. Petroleum Company has expressed its willingness
to increase production at Kirkuk and to build a third pipeline
to the Mediterranean, thereby increasing the capacity of this
system from 4 to 7 million tons per annum*
15. The capacity of the Haifa Refinery, when the present
programme of extensions is completed about the middle of 1944*
will be nearly 4 million tons per annum, against a pipeline
capacity to Haifa of only 2 million tons per annum, the
balance under present arrangements being shipped from Tripoli (N)
to Haifa by sea.
16. The effect of these developments may be expressed very
roughly as follows, in millions of tons per annum:-

17. The present throughput c
by the fact that apart from a small local topping plant, naixu
is its only available outlet for crude oil* It is now pumping
at the rate of 1 , 000,000 tons of crude and up to 400,000 tons
of fuel oil, compared with a capacity of 2 , 000,000 tons of crude.
18- This oroject would call for some 95*000 tons of steel
and some 35,000 tons of miscellaneous construction and operation
eauipment. It is estimated that the total cost would amount
to £ 11 , 000,000 including $ 30 , 000,000 in dollar exchange.
Iraq Petroleum Company is prepared to bear tne whole c^st
provided the necessary financial approval in regard to dollar
expenditure is forthcoming. The drilling of additional wells
to provide two new supplies of crude oil will not present
tnfrr difficulties.

The papers include: the agreement of the military authorities, 1943; papers of the War Cabinet Oil Control Board, November 1943 (including approval for the recommencement of drilling at Qatar); Foreign Office 'Survey of the Oil Resources of the Middle East' (with map and graph), 28 February 1945; Foreign Office map of 'Concession Areas in the Middle East', October 1946; papers dated 1946 concerning a memorandum entitled 'Oil and the Middle East' by K Stock of the Ministry of Fuel and Power; and papers concerning a request from the Bahrain Petroleum Company (BAPCO) for trade statistics on the consumption of petroleum products in certain Middle Eastern countries, 1947.
