be sufficient reason for denouncing the 1896 award from
the point where demarcation ceased.
v/e could then appeal to the agreement between Sir Mortimer
Durand and the Persian Government (27th December 1895)
in accordance with which the Ando-Persian Commission of
1896 was formed.
This agreement stipulates that the Commissioners were
to follow a line laid down on the map attached thereto
as elucidated by a memorandum. According to the
memorandum, the line was to run straight from Jalk to
Koh-i -Malik Siah, with a strangely worded proviso for
local variations from the straight line. Had these
instructions been followed by the Anglo-Persian Commission
v/e should have secured lateral communication along our
border and Duzdap wo uld then probably have fallen on our
side of the line*
13. In order to allay the present misunderstandings,
to provide against fresh misund.erstandings arising in the
future and to fulfil our obligations to the Reids for
past services, it is necessary to come to some understandin
with the Persians as to their status.
14. Persia has gained in the matter of obtaining
security for Kerman Province against the inroads of
Damanis by our recent co-operation in the Sarhad; and _
stands to ^ain further in the matter of maintaining her
custom receipts by our undertaking to run the ITushki
Extension Railway for some time at a loss to ourselves
and to present her with its last 52 miles; but v/e have
net gained correspondingly in the matter of security on
our Makran frontier which matter v/e originally tried to
ink up with the Railway and Sarhad.
