TJushki-IIiriawa-DuEdap Railway, and that they are now informed that the
Government of India have made a final* offer to the followinge ffeet the
Government of India will pay to His Majesty’s Government one-fifth of the
iiet^nrofits accruing from the Indian section of the line over a period of years,
the ^total receipt b'' His Majesty’s Government to be limited to the gross
break-up value of the Persian Section: His_ Majesty’s Government to have
no liabilitv for the net loss in any annual period but not to be entitled to share
L the net profits until any net loss accrued has been absorbed in subsequent
profits.
After careful consideration My Lords are now prepared to accept an agree
ment with the Government of India on the above oasis as to division of profits,
on the understanding ( 1 ) that the arrangement whereby losses will be met from
profits before any payment is made to His Majesty’s Government shall apply
only from the present financial year; (2) that in the event of the Indian section
being dismantled before the sum due to His Majesty’s Government has been
paid off, His Majesty’s Government shall be entitled to a proportionate share

The Foreign Office have been informed that, if the Government of India
accept these conditions My Lords for their part will offer no objection to Lord
Ourzon’s proposal that the Persian Section of the line shall be handed over
to the Persian Government as a free gift.
I am to add that My Lords share the views of the Secretary of State for
Foreign Affairs as to the continuance of the line and I am to express the hope
tnat the Government of India will be able to give an undertaking that the
idea of eventually dismantling the Indian section of the line will be
abandoned.
