telegrams Nos. 106 and 88Y of 12th January and 6th March, but, as
the 'government °t India apparently propose to address the Persian
Government on the whole question arising out of British and
Persian action on this frontier during the War, the moral am
material damage caused by the War time raids and the many small
raids which have taken place in the last 18 months form an integral
p f the question. I have, therefore, shown the raids, details

The atta cked statements give the material damage arising
out of the lawlessness consequent on the Persian abandonment
oi their frontier Province, i'he moral damage caused by these
raids is more difficult to compute. In the main it consists of
the lowering of British prestige throughout the Kalat State and the I Pj
consequent preparation of the ground for the spread of dis- . ‘ ’
affection from * oind. i'he contamination of the ignorant
tribesmen of Jhalawan, large numbers of whom migrate to Oim
during times of scarcity such as they are still passing through, .
it is a serious problem now that the Chief tribes of Jhalawan are
suffering from a lack of loyal leadership. I'he tribes who know
weakness of tne Baranzais naturally expected speedy punish-
•ent of Bahrain Khan for his invasion of the Kech valley - I believe
that this is the first time that a hostile gun has been brought
into the Indian Empire - ; but owing to the general situation
troops could not be spared; and the Mekran Mission, though it
secured peace for four years, naturally enhanced the prestige of
the Baranzais.

The part includes: reports of unrest and desertion amongst the Zhob militia in 1916, and losses incurred as a result, as reported by the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. at Zhob, Major Arthur le Grand Jacob; the granting of financial rewards to officers and men in the Zhob militia who did not desert during the Third Anglo-Afghanistan War in 1919; the continuance of funds towards a number of British border forces in 1921, including the Swat Levies and the Mekran Levy Corps; discussion of the future arrangements for the administration of those parts of Mekran [Makran] under the authority of the Khanate of Kalat, 1922; reports on the Kalat administration; the disposal of the Mirjawa [Mīrjāveh] to Duzdap [Zahedan] railway; and the transfer of control over tribes in the Sarhad district of Persian Baluchistan, from the British to the Persian authorities, March 1924.
