I bay© the honour to refei* to telegram No. 123-E., dated the 23rd April
1916 from the foreign Secretary to the Government of India sanctioning as
a temporary measure the abolition of one company of the Zhob Militia and the
substitution of extra levies on the lines of the Sherani Scouts and asking for
details of the savings effected and of the cost of the proposed levies.
2. In reply I have the honour to report that the savings which have been
hitherto or will he effected after the next few months are as under:—

3. Under the terms of the sanction conveyed in the telegram under
reference the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , Zhob, wa& authorised to proceed with the enlist
ment of the Scouts at once. Before these bodies can be brought into being
there are many preliminaries to he arranged with the tribes concerned and
though Major Jacob commenced their enlistment from the 1st May, he lias not
yet completed the raising of five full bodies of scouts. Thus although the
savings on the Infantry pay of the Zhob Militia from the 1st May have not, as
was anticipated, amounted to the cost of one full company, the actual savings
effected under this head will not be exceeded in meeting the requirements of
the tribal scouts during the current year.

In continuation of my letter No. 488-Z., ciated the August 1916
regarding the raising of 100 Scouts by reducing the Zhob Militia Infantry
by one company as a temporary measure, I have the honour to suomit a pro
position statement of the Zhob Militia establishment showing a reduction of
Rs. 1,343-10*8 a month or Rs. 19 more than what was originally contemplated
in my letter quoted above. , .
2. As the company has, for the present, been abolished as a temporary
measure only, no reduction in the number and cost of followers was recom
mended in the first instance. In the present proposals, however, the only man
attached to a company and classed as a follower, viz., the company Munshi A term used in the Middle East, Persia and South Asia to refer to a secretary, assistant or amanuensis. Munshis were employed in the British administration in the Gulf. on
Rs. 19 per mensem has been brought under reduction. Wnen the Militia was
augmented in 1912 by 2 companies of Infantry a lump contribution of Rs. 9oQ

Nos. 26-34. of India on an establishment of followers
which was costins the Corps Rs. 1,258-8 monthly or in other words Be. 308-8
less than what was actually spent by the Corps on its followers. I do not
therefore recommend that any reduction in the amount of this lump eoutuou-
tion should be made in the present case. The number of the followers at
present employed is not excessive. The strength of the Corps is the equivalent
of a regular cavalry and an Infantry regiment combined and has to furnish
twelve permanent detachments and seldom less than 2 temporajy ones More
over in view of the low rates of pay received by the men m the Militia, they
should not I think, be expected to pay for any followers th^t may be necessary.
