■ABTIOIE 4. It is hereby agreed that any or all of the natural
Springs of Oil in the Vali’s territory,shall he handed over to the
Company, for their exclusive use during the period of this Agreement.
Due notice will he given to the Vali hy the Company whenever the said
springs may he required hy them,and the Springs shall then become the
property of the Company for the period during which this
Agreement remains in force. There after, no one shall have any right to
collect Oil from the ssid Springs without the permission of the Company**
[Representative and the Company shall not he held .liable for any damage
or loss due to trespass committed at any Spring of which they have taken
possession.No one shall have any right to approach,or interfere with any
Springs of Bitumen,lying in the vicinity of an Oil field,which are like
ly to cause loss or damage to that Oil field and the Vali undertakes to
hand over such Springs to the Company when need arises, and. on due
application being mad.e hy them to this effect.
ABTICIE 5. This contrc:,ct Bhad.l remain in force for any period,
that the associates of the Company retain their Concession with the
Persian Government and for the period of any extension thereof,or,for
any less period during which the Company may desire to work in the Vali*
territory.
Should the Con©any he successful in finding petroleum in
the Vali’s territory,both parties accept,and agree to carry out,all tne
conditions stipulated in this Agreement,and when a new Company or
Companies are formed for the working of the oil industry m the tail's
territory, the Vali shall become an associate df such new company or
Companies and he shall be granted three shares out of every hundred
shares issued by such Company or Companies.These shares,will be given
to the Vali free of all charges, and he will thus participate in
any dividend* that may be declared, by the said new Company or Companies
from time to time thereafter.

Correspondence and other papers relating to oil exploration and the acquisition of oil concessions in Mesopotamia [Iraq] (and to a lesser degree, Persia [Iran]) by oil companies. The companies involved are: the Anglo-Persian Oil Company (APOC); the Shell Transport Company (STC, also referred to as the Anglo-Saxon Oil Company), led by chief negotiator John Steven Cowans; the Standard Oil Company of New York (SOC). The correspondence covers: Cowans’s trip to Mesopotamia on behalf of STC; reports of SOC geologists to Mesopotamia; the British Government’s decision that all oil exploration and efforts at obtaining concessions in Mesopotamia should be stopped while the country remains under military administration; the retention of STC experts for oil exploration for military purposes; APOC exploration in the Pasht-i-Kuh region of Persia, and the company’s negotiations with the local Vali (or Wali), rather than the Persian Government; the refusal by the Secretary of State for Foreign Affairs to authorise visas to British SOC representatives wishing to travel to Mesopotamia; suspicions amongst British Government officials that SOC were supporting and financing anti-British sentiment in Mesopotamia; the withdrawal of oil representatives and geologists in Mesopotamia from August 1920, in response to the social unrest and anti-British sentiment spreading across the country (the 1920 Iraqi revolt).

The volume’s principal correspondents are: the Civil Commissioner in Baghdad, Arnold Talbot Wilson; Foreign Office officials; India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. officials.
