59. Aghai Mo’tamedij Head of the Labour Department, is
producing embryonic plans for some sort of a statistical
review of the labour position in the factories* He has
tabulated a rudimentary form of employment card, which he
intends shall be in the possession of every worker m future,
and which will show details of wages, employment etc. ins
pectors from the Labour Department will make regular snap-
checks in the factories to see that the workers have got their
cards and that the entries are being correctly made. The
idea is that when a worker becomes unemployed, he hands in
his card to the Labour Department, who ^ only re-issue it if
he gets another job. In this way it is hoped that a very
rough estimate of the total labour force available at an y
given time, and the proportion of workers unemployed, on the
sick-list etc., can be drawn up.
