tion The maintenance of trade to some extent is pressed for by the Agent to the
Governor General, not only because of the political importance of keeping the
population of Eastern Persia contented under our temporary military control
through the provision of the minimum quantities of cloth, tea and sugar, needed
by them, but also because the Imperial Bank of Persia can only obtain krans for
military use by the sale to Persian traders of rupee bills on India, to pay, in India,
for Indian goods imported into Persia. There are 35,(XK> maunds of Indian goods
now waiting at Juzzak, chiefly piece-goods the value of which in Persia must be
about Rs. 30,00,000, or considerably more than 14 000,000 krans. If this
amount would be paid into the Persian Banks, it will greatly relieve the situation.
4 . The opening of the railhead at Duzdab will simplify matters all round
in that it will :—
(a) Give a better road to Kobat.
(b) Simplify the Water cjuestion at Jnzzak, which at present is giving cause
for anxiety and which necessitates the sending of sick camels, under
treatment, to Mirjawa.
5 . An additional advantage of the proposal made in paragraph 3 above is that
these trade camels would form a reserve for our Lines of Communication in East
Persia to meet unforeseen circumstances. The Agent to the Governor-General
agrees to these camels being utilized for mihtary purposes to meet emergencies,
should the necessity arise.
