preferable to avoid committing H.M.G. to public, acceptance
of principle underlying President Truman^s declaration
in view particularly of the difficulties which would arise in

complications such'as jurisdiction over pearling banks and
cables be involved, but, what is even more important, the
Persian claim to Bahrein would almost certainly be revived in
an acute form if attempt were made to divide the sea-bed of

President's declaration.
3. On the other hand, it will not be possible to
shelve the question indefinitely in the case of the Persian
Gulf- it has already.been raised by Koweit Oil Company,
and other Companies are doubtless alive to it. Apart from
Koweit the area in which the question seems likely to arise
soonest is Gulf of Bahrein in which British and American
interests are involved*
4. It has now been suggested that general question
might be discussed informally in Washington with American
authorities and difficulties in Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. . ares, explained
to them with view to arriving at mutually acceptable
understanding in that area without H.M.G. openly proclaiming
their adherence to principles of President’s declaration
issue of Order‘in Council applying in terms only to
