3 . The Cabinet had before them a Report on Anglo-
Persian relations by the Standing Ministerial Sub-Committee
on Questions concerning the Middle East (C.P. 18(34))
prepared at the request of the Cabinet a 1- taeir last
meeting. The Committee considered that a treaty
settlement with Persia necessitated Persian acceptance of
the following three points as our minimum requirements:-
(a) a definite renunciation of Persia’s claims
on Behrein, Tamb, Nabiyu Tamb and Abu .usa;
(b) The continuance for not less than 25 years
of the facilities hitherto available lo
His Majesty's ships at Henjam;
(c) an article combining the recognition by
Persia of the Arab Rulers of the Persian
Gulf and of the right of His Majesty’s
Government to conduct affairs with the
Persian Government on behalf of these
Rulers; with an undertaking with regard to
non-aggress ion as between Persia on the one
hand and His Majesty’s Government and those
Arab Rulers on the other.
The Committee recommended that in return for the
above desiderata the following concessions should be
offered:-
(a) to remit the whole., if need he, of the
Persian Government'^ debt to His llajestv's
Government;
(b) renunciation by His Majesty’s Government of
any rights to Basidu;
(c) to hand over to Persia the ’ahedan railway,
a line on Persian soil some 60 miles lone:
connecting with the Indian railway system;
ana an a<reement to work the Indian section
of the railway on certain specified
conditions in correspondence with the Persian
section : or not less than 5 years.
The Committee recommended that His Majesty’s
Minister at Tehran should be instructed:-
(a) at once to resume treaty negotiations with
rhe rersian Government on the lines embodied
in the draft instructions attached to the
Committee's Report.

This volume contains correspondence regarding wide-ranging negotiations that took place between the Persian Ministry of Foreign Affairs and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the two governments in order to resolve a number of outstanding issues.

The majority of the correspondence in the volume is internal correspondence between British officials, but it also contains copies a limited amount of correspondence that was exchanged between British and Persian Government officials, some of which is in French.

In addition to this correspondence, the volume contains the following documents:

Arrangement

The subject 200 (Anglo-Persian Treaty Negotiations) consists of eight volumes, IOR/L/PS/10/1250-1257. The volumes are divided into ten parts, with parts 1 and 2 comprising one volume, parts 3, 4 and 5 comprising one volume each, parts 6 and 7 comprising the fifth volume, and parts 8, 9 and 10 comprising one volume each.

The papers are arranged in approximate chronological order from the rear to the front of the volume.
