^The Kuwait Government is fully prepared to set up a hostel in
Jairo but does not wish to cooperate with the Bahrain Government in
-his. The number of students in Cairo will be increased to 50 and the
lecessary funds made available. The Committee expressed the view that
oint finencial control by the two Governments would raise too many
)roblems and that an independent hostel for Kuwait is to be preferred,
furniture and one year*s rent will cost about £2500 and the running
expenses will be about £7u0 per mensem a considerable part of which
rill be bdrne by parents.
The Committee does not wish to avail itself of the offer of the
ritish Council to provide an Englishman as Supervisor but asks that
the Adviser be in a position to keep in close touch with their own
harden.. This is in accordance with its policy of aiming at preserving

It can from outside sources. If the British Council apnoints a man
in Cairo as I have suggested this should be possible.
The Committee will provide the money for this project but ask
hat the British Council-undertake the actual work of setting up the
hostel. I have written to Mr.Highwood, their Adviser on Arab Affairs
asking for his assistance. It is he who has done so much for the
Kuwait and Bahrain students in Cairo. During my summer leaves I have
-
obtained permission from the Egyptian Ministry of Education for these
boys to study in Egypt but on my return to Bahrain I have had to leave
the arrangement of details to him. As I am due for home leave at the
end of June I shall have to ask him to undertake this not inconsiderable
task.
All the Egyptian teachers who are working in Kuwait are to be
offered a renewal of contract as their services have been satisfactory
and I have been asked to arrange the engagement of 8 male and 7
female teachers for the next school year.

This volume contains correspondence between British officials regarding the development of education in Kuwait, with an emphasis on the role played by the British Council.

The volume contains a number of reports on education in Kuwait authored by F J Wakelin, the Educational Adviser to the Government of Bahrain, after visits he made to Kuwait during this period. The file contains a limited amount of correspondence with the Ruler of Kuwait (Shaikh Aḥmad al-Jābir Āl Ṣabāḥ) including a copy of a letter (in its original Arabic) sent by the Shaikh to Cornelius James Pelly, the British Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. in Kuwait in November 1943 (f 155).

The volume also contains correspondence (some of which is in French) between British officials in Egypt and the Egyptian Ministry of Education regarding Kuwaiti students studying in Egypt.
