In S.33 P*A# Kuwait has stressed the interest cf
the Kuwait Govt, in this proposal. The director
of i^Qucation Kuwait (Shamlan) apparently arranged
with the Egyptian Educational Authorities for the
education of the students at the expense of the
Egyptian Govt. (p.40 para 8 ) and in para 3 of S.19
P.A. Kuwait stipulated merely that some arrange
ments should be made for the supervision of the
students out of school. Mr# Wakelin has recommendec
that in order to be independent of the Egyptian
Government, the British Council should be asked
to pay for the education of the students. P.A#
Kuwait has not commented on this point in S#33
but it certainly seems preferable that we should,
if possible, avoid allowing the Egyptian Govern
ment to meet the expenses. The Representative
in the Middle East of the British Council may be
approached? As Mr. Wakelin is himself in Cairo
he could be asked to ascertain the approximate
cost and the conditions under which the students
will live and study. The students require to
reach Cairo in September.

Replacement of the present Director of
education. Please see S.24. It is doubtful if
the Shaikh will be prepared to meet tne expenses
of a suitable foreign Director. P#a# may be
asked to report after consulting the Shaikh.
(c) No action need be taken at present on the
remaining points of Mr. Wakelin's report except
that in the penultimate para viz., replacement
of the Egyptian masters who do not wish to return.
This point is covered in 3.32.

This volume contains correspondence between British officials regarding the development of education in Kuwait, with an emphasis on the role played by the British Council.

The volume contains a number of reports on education in Kuwait authored by F J Wakelin, the Educational Adviser to the Government of Bahrain, after visits he made to Kuwait during this period. The file contains a limited amount of correspondence with the Ruler of Kuwait (Shaikh Aḥmad al-Jābir Āl Ṣabāḥ) including a copy of a letter (in its original Arabic) sent by the Shaikh to Cornelius James Pelly, the British Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. in Kuwait in November 1943 (f 155).

The volume also contains correspondence (some of which is in French) between British officials in Egypt and the Egyptian Ministry of Education regarding Kuwaiti students studying in Egypt.
