2. —Any order which His Royal Highness or such other person in his place may
issue concerning the protection of the line, its working, and the Persians employed
on it, shall be given through and with the approval of the English Telegraph
Officer.
3. —For the protection of the line the whole distance from the Turkish frontier
to Bushire shall be divided from station to station into six sections as follows
From the Turkish Frontier to Hamadan.
„ Hamadan to Tehran.
„ Tehran „ Cashan.
„ Cashan „ Ispahan.
„ Ispahan „ Shiraz.
,, Shiraz „ Bushire.
To each of these divisions the Itizad-es-Sultaneh shall appoint a Persian Officer,
who will be responsible to His Royal Highness for the protection of the line situat
ed within his limits. To enable the said Persian Officer, or Yaver, of each divi
sion to carry out his duties efficiently, a certain number of horsemen shall be
stationed under his orders along the line. The Yaver will, of course, accept any
suggestions which the English Telegraph Officer may give with reference to his
charge, due regard being had to the customs of Persia and her power of carrying
out such suggestions.
The organization of offices and instruction of employes shall be exclusiu-
ly in charge of the English Superintending Officers, who will be responsible for
the working of the line in these respects ; and the Persian signallers shall be ordcr-
<fd to obey implicitly the instructions which the English Officers may give in the
performance of their duties.
5. In case of insubordination or misconduct on the part of the Persian signal
lers, His Royal Highness the Itizad-es-Sultaneh engages to use his best endea
vours in lawfully supporting the authority of the English Superintending Officer,
exercised under the last rule. On the other hand, the English Officer engages
that the bounds of that authority shall in no way be exceeded.
6 - The English Officer shall have nothing whatever to do with receipts of
money. A Mirza will be appointed at each station, who will be directly nspon
sible for the accounts to the Itizad-es-Sultaneh. But the English Superintend
ing Officer shall render to His Royal Highness or any person who may be appoint
ed by the Persian Government, such account of the telegrams despatched un er
his authority as may be sufficient for full information.
These rules, however general in some sense, are understood to have sped
application to the second wire.
Article 6.
In filling up vacancies which may occur among the signallers employ ed un
Article 4 the English Telegraph Officer shall give the preference to natives o
Persia, provided they be qualified, in his estimation, by knowledge of the ^
language and other attainments necessary for this service, to perform the
required.^

This part relates to the Government of India's decision to issue a revised edition of Aitchison's Treaties (full title: A Collection of Treaties, Engagements and Sanads Relating to India and Neighbouring Countries ), with revised narratives for each geographical area covered, incorporating the principal events that have occurred since the publication of the previous edition in 1909.

The part concerns the revised narrative for the section regarding Persia [Iran], Seistan [Sistan], Kerman and Persian Baluchistan, and includes extensive interdepartmental correspondence (most of which is dated 1929-1931) discussing the contents of the revised narrative, as well as the question of which treaties and agreements to include alongside it.

The correspondence goes on to cover the requirement for a fresh proof of the revised narrative, following the Government of India's decision (made in consultation with His Majesty's Government) to defer its publication, in order to include references not only to recent events but also to further developments that are expected in the near future.

Most of the part is made up of a copy of the second proof of the revised narrative (ff 24-41) together with copies of numerous related treaties, agreements and correspondence covering the period 1763-1928 (ff 42-216), of which a significant amount is written in French.
