Article 5.
The transmission, of all Government messages passing over Persian lines between
Astrabad and Joolfa will take precedence of private messages from Persian tele
graph stations, but not of the official messages of the Persian Government.
Article 6.
In order that no delay should take place in the transmission of messages
between Joolfa and Astrabad, the lines must be inspected and repaired ; therefore
the Persian Government engages to set aside one-tonth of the amount received by
Persia for messages, in virtue of this Convention, for the necessary repairs, and the
Persian Telegraph Department shall expend that amount in making the said repairs,
unless in the case of its being found that so large a sum is not required for that
purpose.
Article 7.
This Convention will be in force so long as the Russian Government requires
to keep up telegraphic communications with its military authorities in the aspian,
and when no longer necessary for such oommuDication the Russian Government
will without delay inform the Persian Government of the fact.

The part concerns the revised narrative for the section regarding Persia [Iran], Seistan [Sistan], Kerman and Persian Baluchistan, and includes extensive interdepartmental correspondence (most of which is dated 1929-1931) discussing the contents of the revised narrative, as well as the question of which treaties and agreements to include alongside it.

Most of the part is made up of a copy of the second proof of the revised narrative (ff 24-41) together with copies of numerous related treaties, agreements and correspondence covering the period 1763-1928 (ff 42-216), of which a significant amount is written in French.
