We have received under cover of Foreign
Department letters IIos. F.12«*A.T./2 r * t and D#8«*ik#T./29| d> tod
4th February and 22nd August respectively* the proofcof the
sections of Aitohiso^s Treaties relating to Persia and
Afghanistan for transmission to the Foreign Office.
2, In these proofs the narratives of course stop
short of the most recent developments* and we have been
holding them in suspense in view of the fact that* other
things being equal* there would be advantage in ue^er-* 1
their final revision and publication until it was possible .o
amplify them with references not ondy to these recent events
but also to further developments which may be expected in
the near future. In the case of Persia especially it micht
be desirable to bring the narrative up to the end of the
important negotiations now* it is hoped* nearing a conclusion,
and to include in the appendices the various treaties v/hloh
are being negotiated.
3. On the other hand* if the whole woifc ^ c
approaching completion and its early publication is intended,
it might be undesirable to delay it until we are in a
position to amplify the two sections in question to the lull
extent suggested above* and the alternatives would be either
