that the obligation can hardly be regarded as one which was
to persist for ever, and it seems to him that it is to some
extent affected in practice by the obligation which the
Idrisi has since accepted M not to enter into political
Negotiations with any Government" except with the sanction o

13. As regards the 1917 Treaty, it is clear that in so
far as His Majesty’s Government are concerned, the Ibn Saud-
Idrisi Treaty must be regarded as res inter alios acta , and
that the position of His Majesty's Government under the
Anglo-Idrisi Treaty cannot in law be affected by it. But in
practice it seems difficult to deny that the new treaty does
have some effect on the commitments of His Majesty's
Government. If the phrase in article 2 of the 1917 treaty,
whereby the Idrisi's independence was assured in all of his
domains, is regarded as involving a guarantee on the part of
His Majesty’s Government, this guarantee must in practice be
affected by the fact that under the new treaty the Idrisi
has consented to some limitation of his independence.
Again, the ’undertaking of His Majesty’s Government to
protect the Farsan Islands and the Idrisi's seaboard from
all hostile action cannot be entirely unaffected in practice
by the obligation which Ibn Saud has now accepted to do the
sane thing. Finally, article 2 of the Ibn Saud- Idrisi
Agreement seems to prevent the Idrisi f rom entering
,ny political negotiations with His Majesty's Government
without Ibn Saud’s consent; and this circumstance may in
practice have some effect on the position undei
treaty.

This part relates to the Government of India's decision to issue a revised edition of Aitchison's Treaties (full title: A Collection of Treaties, Engagements and Sanads Relating to India and Neighbouring Countries ), with revised narratives for each geographical area covered, incorporating the principal events that have occurred since the publication of the previous edition in 1909.

The part concerns the revised narrative for the section regarding Persia [Iran], Seistan [Sistan], Kerman and Persian Baluchistan, and includes extensive interdepartmental correspondence (most of which is dated 1929-1931) discussing the contents of the revised narrative, as well as the question of which treaties and agreements to include alongside it.

The correspondence goes on to cover the requirement for a fresh proof of the revised narrative, following the Government of India's decision (made in consultation with His Majesty's Government) to defer its publication, in order to include references not only to recent events but also to further developments that are expected in the near future.

Most of the part is made up of a copy of the second proof of the revised narrative (ff 24-41) together with copies of numerous related treaties, agreements and correspondence covering the period 1763-1928 (ff 42-216), of which a significant amount is written in French.
