Great Britain the same facilities in the Shatt-al-
Arab as were thereby accorded to Persia, than by
means of a bilateral treaty between Great Britain and
Iraq.
Moreover, it appeared to the Admiralty
tnat if provision for those facilities were included
in a tripartite treaty of that nature, the Iraq
Government would be more likely to a^ree to the
inclusion of provision for the continuance of those
facilities in any treaty which mijut oe concluded
