In the second place, it was necessary to
consider the effect of the existing mandatory
responsibilities of His itejesty’s Government in
respect of Iraq, If His Majesty’s Government, in
virtue of their position as mandatory for Iraq,
attempted to secure, by means of a tripartite
agreement between Great hritain, Ira^, and Persia,
special facilities for British warships in the
Shatt-ai-Arab which were designed to Continue af\.er
those mandatory responsibilities were relinquished,
they would lay tnewiselves open to the criticism that
they had used their mandatory position to further
their own ends. t \n attempt to secure the same
facilities by moans of a treaty between Great Britain
and Iraq, which would not enter into force until
the latter State had been admitted to membership of
the League of Nations, would not, however, appear
to be open to the same objection, since such a
treaty could more easily be Justified by reference
to the special Interests of His Majesty's Government
in the
Persian Gulf
