Treaty. These questions had in the meantime formed
the subject of considerable unofficial discussion with
the Foreigi Office, and there has been further

discussion since. In these circumstances, issue of the
draft telegram has been held up, and the Department
ventures to submit a modified draft, the reasons for
which will appear from the record below of the
informal discussion with the Foreign Office referred to
Article 1 (see Taimourtache’s letter of
20th August, paragraphs 7 and 8 , and paragraph 9 of
Tehran despatch 439 of the 21st August).- I said
that we attached importance to securing the inclusion
of the reference in our original draft to the Arab
Sheikhs ("Rulers who are precluded from ceding
territory, etc."). Mr. Baxter said the Foreign Office-
recognised the importance of this. They thought at the
same time that it might ease matters with Taimourtache
if we could in some way work his counter-draft into
our own draft. The last four lines of Article 1 might,
e.g., b£ amended to run as follows:-
"... contractante, v comeris les
territoires sous administration, protection, ou mandat
de celle-ci . et de tout autre Chef d T Rtat dont les
relations . . . ne permettent pas la cession de ses
territoires a une autre puissance quelconque."

This volume contains correspondence regarding wide-ranging negotiations that took place between Reza Shah's Minister of Court, ‘Abdolhossein Khan Teymourtache [Teymurtash], and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the British and Persian [Iranian] governments in order to resolve a number of outstanding issues. The majority of the correspondence in the volume is internal correspondence between British officials, but it also contains a limited amount of correspondence in French that was exchanged between the British Minister in Tehran, Sir Robert Clive, and Teymourtache.
In addition to correspondence, the volume contains the following documents:
- 'Draft Treaty with Persia' (folios 98-113)
- 'Present State of Negotiations with Persia' (folios 124-130)
- 'Previous history of the proposed Treaty of Friendship and Non-aggression Pact to be concluded with the Persian Government' (folios 213-214)
- 'Negotiations with Persia' (folios 251-258)
- 'Persian Complaints of Smuggling in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran.
