The map forms part of a letter from Sir Henry Mortimer Durand, HBM's Minister at Tehran, to the Marquess of Salisbury, the Secretary of State for Foreign Affairs, dated 12 February 1899, concerning the question of the appointment of additional consular officers in Persia (folios 7-17). The letter draws attention to the large scale of the Telegraph Department in Persia, and its numerous staff of English clerks, which according to the letter constituted a valuable organisation for political and intelligence purposes, especially in remote places (folio 10v).
