MR. OLIPHANT thought that the discussion which had
taken place appeared to pre-suppose a degree of local
knowledge on the part of the Resident, which he might
not always possess. There had been no leas than three
changes in the appointment of Resident in the course
of the past year, and there was to be a fourth quite
shortly. He added that the appointment appeared to
be exclusively in the hands of the Government of India.
UR. WEBSTER said that, in the opinion of the Air
Mnistry, it was essential that the authorities in
London should have a say in this appointment, and that
as a result they should shoulder part of the expense
of his salary.
THE CHAIRMAN entirely agreed. In his judgement
it was most necessary that the post should be made
attractive from the point of view of remuneration and;
prestige; and that London should have a say in the
matter. The very best available man should be selected
and given a chance of familiarising himself with the
local problems. In addition, it might be advisable
to relieve tho Resident of his duties as Consul-General
for South Persia, in order that he might devote all
his time to the Arab Coast.
MR. OLIPHANT observed that between Bushire and the
Arab Coast "there was a great Gulf fixed". He added that
Sir Austen Chamberlain had just written to Lord peel
on this question. The late Resident had written to
Sir Robert Clive saying that his position at Bushire
was almost impossible already, and would become quite
