sfifith highest respect i would suggest that Persia*s un~
restricted sovereign rights have never been agreed to by us.
In agreeing to abolish extra.-territorial rights, we have
insisted on safeguards, similar safeguards are a logical
result, and if anything even more essential in quarantine
matters before we can hand over since the matter is one of
international health and not an internal one* ^$y submission
with highest respect is that in all matters of progress Persia
is a country on probation who must where international
interests are concerned agree to safeguards, especially neither
Iraq aor India can willingly allow her to place them in
passible danger. In actual practice we know that only last
year fersia showed herself altogether unfit for responsibilities
she now desires to undertake.
