The departmental manorandm of 8th December,
ISc?, below, carries this question more or less to the enc
oi last year. It was decided at the beginning of 1928
that further consideration of the quarantine question
should ce left over until the treaty negotiations then
being undertaken with Persia had farther advanced
(iehian despatch 581 of 29th November, 1927 - p. 49/28)
On January 18th, the Minister reported, however (Tehran
telegram ro. 18 - 344), that the Budget Commission had
recommended that provision for the payment of British
quarantine medical officers in the Gulf should be struck
out Of this yearns budget. The Head of the National
Health Department^himself raised the question with the
Oriental Secretary', assuring him that this was entirely
centraly wishes, and that he proposed to fight it,
and hdenquired on what lines His Majesty's Government were
reaoy to regularise the position of the Indian quarantine
o;fleers, and how long they expected the Persian Government
to retain their services, as by law the Majlis would have
to pass their contracts. The Oriental Secretary replied
on ehe i; en^ral lines set out in the last paragraph of the
departmental memorandum quoted above, and suggested that
a 18qaest siloula 100 f or 7-year contracts. A month
later, however (Tehran telegram No. 52 of the 29th February
P ' 1032) > the Budget Commission informed the Director-
General oi Health that immediate steps must be taken to
replace the British medical officers by the end of the
present financial year, while the Persian Cabinet were
also reported to be opposed to their continued employment.
