I have the honour to acknowledge the receipt of your
confidential Memorandum No,237-1., dated 15th March 1927,
forwarding me a copy of despatch No 0 23, dated 13th January
1927, from h.B.M* s Minister, Tehran, to the Foreign Office,
London.
In connection with this I attach a copy of a telegram
to.41, dated 8 th April 1927, despatched by my Secretary,
Captain Horner, during my absence on tour on the Trucial
Coafct.
It would appear that the Persian Director General of the
Department of Health, Tehran, called on this

accompanied by Dr.Tayyab, Chief Medical Officer of the South,
Shiraz.
I attach a copy of Captain Horner’s note on his conversa
tion with him.
Captain Horner appears to have agreed, without reference
to Tehran or to me, to a nominal control of the Persian
Government over the quarantine arrangements carried out by
our officers.
This agreement was verbal and I have cancelled the
arrangements the Chief quarantine Medical Officer was making
to supply the Director General with details of his work.
I am at a loss to understand how Captain Horner, who
