Majesty T s Oonsul-G-eneral for Nars, etc., to H.B. ’ ! s Envoy
fetraordinary and Minister Plenipotentiary at the Court of Persia
Teheran.
I have the honour to refer you to my letter No.30/1969
dated' 1st November 1920 and subsequent correspondence on the
subject- of the refund by the Persian Government of quarantine
expenditure in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. .
The scheme I now submit is for a fixed office allowance for
each separate quarantine office under the control of the Chief
quarantine Medical Officer in the Gulf. The salaries of the
menials have been raised to bring their pay more or less on
a level with menials in the other services, but not more than
is absolutely necessary. The procedure for effecting the refund
will remain the same, as at present vis., that payments are made
through the Bushire Treasury and refunded half yearly on a
requisition to the Director of Customs, Bushire.
It is proposed that the Persian Government might be asked
to sanction the increase in monthly expenditure which amounts
only to the modest sum of Kraus 1087/- and Rs.14/- for all
four quarantine offices or an increase of 16/b.
The increase in contingencies allows for increase of rents
for the quarantine Medical Officers.
Emergency expenditure is allowed for by an additional
allotment of 10/b of the contingency charges which would be under
the control of the Chief quarantine Medical Officer and would be
used for such expenses as hot and cold weather clotiis lor menials
repairs to disinfectors and repairs to quarantine huts etc. iuiy
balance unexpended at the end of the financial year might lapse.
This 10/o extra on the oontiageiicy grant amounts to only
Kraus 302/- and Hs.il/- per month, end if sanctioned, would raise jj
the increase asked for to 20/b on the lormer alno trier -. ill

As the increase in pay of the menials who are distinctly ,
discontented is s necessity, I trust dour Excellency will be ^
pleased to press the Persian Government to adopt this scheme.
