Kr ‘ ClaU80n 311(1 1 attended a meting at the Foreigr,
Office yesterday afternoon, at which there were alto
representatives of the Treasury, Admiralty and Air Miniatry,
to discuss the terns of the draft despatch to H.M. Minister,
Tehran. We followed generally the lines of the argument
approved by Sir ^Stewart, and arrived at satisfactory
compromises on all point
Taking the points in the order of Mr. Clauson’s
note below/
There was general agreement on Concluainn (]) .
On £flnclngjpn (?>) (the Foreign Office view that
the air route should be transferred by us as soon as
possible to the Arab coast of our own free will), the Foreign
0 if ice agreed to omit the sentence giving Mr# Hoare a lead
in this direction, and the revised paragraphs 4 and 5 now
put the arguments on either side to him, and merely ask him
for his views. The extra sentence which we suggested in
paragraph 5 (in pencil in the margin of the draft) was
accepted in a modified form*
As to Conclusion (3). paragraph there was a
good deal of discussion whether we should instruct Mr. Hoare
to avoid any further treaty discussions if possible until the
air route was finally settled and got out of the way. ihe
Foreign Office, while not feeling strongly on the point,
suggested that it would be unwise to give Mr. Hoare definite
instructions in this sense, as it would mean that he might
lose a favourable opportunity of getting some points in
connection with the treaty settled. The meeting decided on
the whole that it would be best to leave the question to Mr.
Hoare’s discretion, and paragraph 6 is being rediafted so as
to give him a lead in the direction of not continuing the
