Note of Certain Papers which will he required for the
Statutory Commission on the Mesopotamian Expedition.
1. The collection of telegrams as got together for publication. The
original full collection before any editing was done will be required; and
to it will be added the one or two telegrams which at Lord Hardinge’s
request were included in the later editions. All telegrams will be given
unparaphrased, as secret documents. The collection will be brought up
to date.
2. Sir E. Barrow’s precis of the papers in five parts. (The Red
Book )
3. A collection of telegrams and reports about medical arrangements,
some of which are precised at pages 18-21 of Part V. of General Barrow’s
“ Brief.”
4. The Townshend-Nixon papers. The original documents will be
given, unparaphrased, together with paraphrased version as laid before
the two Houses.
5. The concurrence of the Imperial Defence Committee will be obtained
to laying before the Commission all papers emanating from this Office
regarding military operations in Mesopotamia which have been published
as Imperial Defence Committee papers. Among these would be included
the Report of the Inter-Departmental Committee (with Appendices) on the
Strategical Situation in Mesopotamia, certain papers by Sir E. Barrow, and
Minutes by the Secretary of State for India. If there are any other papers
of this nature which have been submitted to the War Committee of the
Cabinet without being made Imperial Defence Committee papers, these
with the permission of the War Committee should also be given.
An official letter on the subject should be sent from the Military
Department to the Secretary to the Committee of Imperial Defence. The
letter might also suggest that extracts from the proceedings of the War
Committee that relate to Mesopotamia should be also included.
6. Military Department should see whether there is any correspondence
between this Office and the War Office regarding operations in Mesopotamia
that should be given.
7. Director-General of Stores should make out statements showing in
chronological order and with dates what orders for stores and supplies
for Mesopotamia have been received and what action on them has been
taken. Complete correspondence regarding supply of transport should be
collected and printed. If there is any correspondence of importance
regarding supplies of other kinds, it should similarly be printed up.

The file contains proofs of official prints required for the statutory commission on the Mesopotamian Expedition [the Mesopotamia Commission, 1916-17]. The papers include transcripts of telegrams and letters (some paraphrased) from the Secretary of State for India, the Viceroy, and the Commander of the Expeditionary Force, 1915-16, General Sir John Eccles Nixon. The file includes papers relating to operations in 1914-15, medical arrangements on the expedition (folios 33-60), press allegations concerning the advance from Kut-el-Amara [Kut Al-Amarah] in 1916 (folios 91-93), and the question of occupying Baghdad (folios 31-32).

The papers are enclosed an a folder inscribed on the front cover: 'Military Department. Previous Papers', and labelled '3'. A further label on the front cover is printed 'Mesopotamia Commission, 28 Abingdon Street, Westminster.'

Pagination: there are five additional printed pagination sequences in parallel between ff 64-90, ff 91-93, ff 94-103, ff 109-177, and ff 120-126.
