IIEFERUING to your telegram of yesterday, not less than seven. I meant
additional seats in. my telegram referred to, as is evident from the fact that I
contemplated Eirst Baad of thirty-five. Present number of First Raad, twenty-
eight. One of these, or Loveday, Member for Barberton, virtually represents
TJitlander views. Raad Members sit for four years, half retiring every two years.
Present Member for Johannesburg retires in 1901. Besides this, three other seats fall
vacant in 1901. election for which, under five years’ system, fairly worked, Uitlanders
might greatly influence, if not carry, and three or four more in 1903. In the rest
their influence would tell more slowly.
Of course, I never contemplated Uitlander population, being some two-thirds of
total whites, being permanently limited to one-fifth of representation ; but the gist of
the whole is : condition of admission to franchise should be such as to admit qualified
Uitlanders generally, not facilitate exclusion and favouritism. Under Government
scheme it is impossible to feel sure that new voters, not being Government men,
would command majority anywhere.

REFERRING to my telegram of 5th July, British Agent is being pressed for
reply as to whether Companies should refuse to pay; notices served on some of
them expire on 23rd July. It seems to me that after our protest, and your notifi
cation of same to Companies, I am bound to support them. Require immediate
reply.

The file includes a copy of the publication Revue Franco-Persane Économique et Politique Paraissant Tous Les Mois [Franco-Persian Economic and Political Review Published Every Month], dated June 1900, which is in French (folios 101 to 109).
