You should endeavour, hy all means in your power, to ascertain what foundation
there is for report from Consul at Tahreez, and what are the real terms of agreement if
it exists.
Any grant to a foreign Power of exclusive or preferential rights in regard to
railways in southern Persia would be regarded by us in a most serious light.

Sadr Azam stated yesterday that, having heard of presence of Bussian engmeers
at Tahreez, he sent to Russian Minister a memth ago to ask
Russian Minister replied that Russian Government desired mformation as to northern
customs in view of possible loan secured on them, and, m con .-eers he
ordered examination of roads. Hearing of arrival of fresh parties of engineers he
sont no*ain to Russian Minister, but has not yet received answer.
He authorized me to inform your Lordship officially that no Agreemen o any

WITH reference to my telegram of yesterday’s date, I have the honour to
'^communicate news which I have just reported to Her Majesty’s Minister at Tehran as
^.ows, referring to my telegram No. 37 :—
I have gathered from confidential sources that railway Concession to the Russians,
just renewed as I heard, grants them railroad building rights all over Persia, including
the south and even to Bushire.
Being assured that this last clause is being kept in the background by the highest
Persian functionaries, I think right to report matter.

next year. This had not been renewed, and he had not been approached on the
subject by the Russians.
He was unable to explain presence of engineers in Persia except on the supposi
tion that Russia wished to he ready with railway scheme when occasion offers.

(Telegraphic.) Tehran, December 12 , 1899, 12 , 15 p.m.
RAILWAYS. Information collected by Her Majesty’s Consul-General at
Tabreez, which will be telegraphed when complete, is to the effect that Sadr Azam
lias telegraphed to the Governor-General that a Russian railway is to be constructed
via Tabreez to Shiraz, and that Cossack guard will be allowed. Engineer did not
visit coal mines and line[s] surveyed are outside limits of concession.

A\ e hear from good source that Shah’s Persian doctor has been offered a large
sum by a Russian Company if he will induce His Majesty to grant a concession for a
railway to south. He refused offer.

RAILWAYS. Bank Manager received orders to sound Sadr Azam privately as to
concession for a railway from Khanikin to Kermanshah for English or Anglo-German
Company.
Sadr A zam replied that railway Agreement with Russia precluded the possibility
of entertaining such a proposal for another year.
AY hen asked if after expiration of year he would then he prepared to consider it,
he replied that he could not give guarantee that Agreement would not he renewed.
