Meer Akhor and the Mulliks left Cabul on the 1st November, the orders to
the former being that he was to give Rs. 40,000 a year to the Khyberees, to en.
tertain Jezailchees, and to get the passengers t° P a y tolls for their goods to
the Cabul officials. On his return to Jeilalabacl he left six^ of the Mullik s
there as hostages for his safe conduct and

Pass.
381. In the end of April next year, having effected nothing, he came to
Cabul, and the British agent called* at-
* Diar y endin ° A P ril 28tl1, tention to his apathy in the matter. The
Ameer again charged him to provide for the security of the Pass. He pro
mised to do so on his return to Jellalabad.
382. On arriving there he collected the Mulliks and took them to Cabnl.
There the following arrangements were made :
“ That Meer Akhor Ahmed Khan should proceed to the Khyber Pass, and, having received
hostages, should send them to Jellalabad,* that 600 Jezailchees, under command of "Sekunder
Kham Surteep Oorukzai, should be detached as follows :
ec (1) Jumrood Fort ... ... ... ••• 200
“ (2) Ali Musjid ... ... ... ... 200
u (3) Loondee Khana ... ... ... ••• 200
that the said Sekunder Khan should remain in Ali Musjid, but would inspect other posts;
and that Sekunder Khan, Shinwaree, should be held answerable for the security of the road
between Peshbulak and Loondee Khana, as the route adopted for travellers runs in that direc
tion. The allowances for the last year have, the agent said, been granted to the Mulliks, and
those for the current year will be paid to them in a few days. Transit duties have been fixed
by the Cabul authorities as follows in consultation with merchants :
“ 1st, for a loaded camel or pony, all kinds of goods loaded ... Rs. 4
“2nd, for a load of dried fruits ... ... ... » 2
“3rd, for horses (for sale) ... ... ... „ 2 each.
“ Aith, for a mounted traveller ... ... ... „ 2
“ Footmen will not be called on to pay any duty. The whole management of the Pass, the
establishment of posts, and the supervision of the above Jezailchees, has been made over to
Meer Akhor Ahmed Khan, and he has accepted it. The above measure regarding the adoption
of the Shinwarree route for caravans, &c., is injurious to the Mohmund tribe as they used to
receive a higher duty than that proposed by the Ameer, and their income from this source has
been entirely retarded. The main object of the Ameer in adopting the Shinwaree route for
travellers is to cut them off (separate) from the Mohmund border, and thus save them from

383. Going back to Jellalabad Meer Akhor Ahmed Khan collected some
Jezailehees, went off to the Khyber, and encamped himself at Ali Musjid for
the purpose of ensuring safe communication. 384
384. On the 26th August he sent 100 men to occupy the Jumrood.
Port. While the Deputy Commissioner of Peshawur was awaiting instruc
tions as to what notice he should take of this occupation, as the fort
was in British territory, just on the border, the detachment retired to Ali
Musjid, but advanced again on the 28th. In the evening he (Deputy Com
missioner) received the Commissioner’s telegram saying that the occupation
should be disallowed, except as a temporary measure, pending construc
tion of shelter at Shadee Bbugyaree, Next day, therefore, the Deputy Com
missioner wrote to Meer Akhor Ahmed to say that the Afghan detachment
had better remain either in Shadee Buggiaree, or in the old Jumrood Village
which was still further east and yet in Afghan territory. The road between
it and the British F ort of Jumrood would be guarded by British patrols. Thus,
caravans coming from Cabul would be delivered into the charge of the
British authorities at new Jumrood; those going to Cabul into that of the
