Candahar has been realized, he (the Sirdar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. ) desired to eame to Cabal to wait on the Ameer
In reply to this letter, the Ameer wrote to the Sirdar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. to the effect that his arrival in Cabul is
not desirable at present; that he should realize the whole revenue of Zumindawur and other
localities whose revenue has not been yet adjusted, as no balances on account of the p;ist year
should outstand in the current year ; and that, as soon as he <jets leisure -from this duty he
should apply for permission to come to Cabul, when, if advisable, it will be granted.” " *
(b .)—On the 8th of November—
“Ursulla Khan* wrote to the Ameer that
the
people of Zoormut would hardly pay
their revenue without the aid of troops, and
suggested that the troops under General Sufdar
All Khan,t who had been directed to remain in
Candahar during the winter, might be sent for a
few days to Zoormut for this purpose.
“The Ameer, in reply, directed Ursulla Khan to remain in Zoormut, and to arrange
himself for the realization of the revenues.”

out of the current year eight months have elapsed, yet they have made no arrangements for the
realization of the revenues of their countries, and he (the Ameer) sees no reason for this
negligence; and as the troops are much distressed on account of their not being paid, the
said Governors should realize the above revenues within 15 or 20 days and forward the same
to Cabul, otherwise the Ameer will be displeased with them.”
(cZ.)—On the 18th October, Futteh Mahomed, the Governor of Herat—
submitted a financial statement showing an income of 27 lakhs One lakh is equal to one hundred thousand rupees of ‘ Kirans ’ (two

J diture of 38 lakhs One lakh is equal to one hundred thousand rupees of Kirans for the Herat Govern
ment, and has enquired how he can pay his troops. On perusing the statement the Ameer
remained silent.”
After much consideration the* Ameer made over the statement to Sirdar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division.
Mahomed Yaeoob Khan, and requested
him to equalize the income and expendi
ture after giving his full consideration to the subject. Thereupon the British

agent wrote-
“ As Sirdar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Mahomed Yaeoob Khan is displeased with Sirdar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Futteh Mahomed Khan
on account of the latter having dismissed all the officials, &c., entertained by him (Yacoob
Khan) in Herat, and having appointed his own men in their stead, he (Yacoob Khan)
has reported to the Ameer that the salaries of levies in Herat should be decreased to
a certain extent, and a slight enhancement should be made in assessments throughout the
Province; also that, if this arrangement cannot be carried into effect by the officials of
Sirdar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Futteh Mahomed Khan, Mirza Mahomed
Yacoob khan’s. Sadik Khan*, may be sent from Cabul to
Herat as a f Moostowfee’ for the purpose. The
Ameer has therefore written to Sirdar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Futteh Mahomed Khan to the effect that it
will be well if his officials can give effeet to the above proposals, otherwise Mirza Mahomed
Sadik Khan, a servant of Sirdar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Mahomed Yacoob Khan’s, will be sent as ‘ Moostowfee’ for
this object.
- “ The main object of Sirdar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Mahomed Yacoob Khan in the above proposal is, that (1) in
consequence of the decrease of the emoluments of the levies and the enhancement of assess
ments, the people in Herat may be annoyed with Sirdar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Futteh Mahomed Khan; (2) it will
cause disgrace to him ; and (3) the appointment of Mirza Mahomed Sadik Khan as Moos
towfee will prove Futteh Mahomed’s unfitness, and will lead to the withdrawal of the manage
ment of the country from his hands.”
(e .)—On the 18th January 1870 a report was received from Wullee
Mahomed that some of the Koorum people were delaying payment of the
revenue. Shere Ali therefore sent 100 Jezailchees to help him in the collection.

Afghanistan in the realization of the revenue of
