In the diary of 22nd May 1871 it is mentioned that this Azad Khan had
written complaining of a raid which the Khan of Khelat had made into his territory
Kharan, which was a dependency of Afghanistan ; and that by the Ameer’s order
Syad Noor Mahomed had written to the Khan saying that as the Province of
Kharan is included in Afghanistan, he should abstain from committing inroads
into it in future, and should give up the property lately plundered.
567 ; The following extract from the diary of 11th April relates to certain
changes in the revenue arrangements :
“ Naib Sultan Mahomed Khan had at first received the lease of Bameean and Bebood
Huzarah for its. 25,000 a year, more than last year’s revenue, but in consequence of Naib
Noor Mahomed Khan having offered Rs. 10,000 a year more to it, the said tenitories have
been subsequently leased to him, and he has deputed his brother to Bameean.
“Meer Abas Shah, Begmanee, has now offered Rs. 10,000 more to the above amount, and
it remains to be seen whether the lease of the above two territories will be granted to him,
or allowed to remain in possession of Naib Noor Mahomed Khan.
Some person has applied for the lease of a portion of the Loghman territory (which has
been held by Sirdar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Yahya Khan* for some time
past) at Rs. i 0,000 more than the existing amount,

extra Rs. 10,000, and has retained his possession.

“ Applications have been received for leases at enhanced rates for the Cis-Koonur tracts
held by Sirdar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Ahmud Khan for the last year, and for Jellalabad; the rent of the former
territory is increased by Rs. 10,000 and of the latter by Rs. 30,000, and it is hoped that these
applications will be acceded to.”
The difficulty of collecting the revenue in some parts is shewn by the fact
reported on the 6th June, that Ursula Khan, who had been told to go with troops
and collect the revenue of Zoormut and Gurdez, positively said he could not, and
would not do so, so the Ameer had to send regular troops to collect the arrears of
the past and revenue of the current year.

The Ameer, however, insisted on Ursula
Khan’s accepting the management of these districts, and despatched two infantry
regiments, 1,000 cavalry, and two guns to assist in the collection of the revenue.
The news of this resolution alarmed the people, and they begged the Ameer to put
off the deputation of troops, as they would over-run the country and ruin them, promis
ing to pay np the revenue without further dif
ficulties. But the Ameer refused and sent off
Ursula Khan with this force. 568

568. On the 23rd May a report reached the Ameer through a traveller
from Herat—
“ that the troops at Herat by reason of not having received pay, had mutinied and had
built breast-works (sungur) in front of the Ark
